CVWD Asks: Imagine a Day Without Water

Having safe, clean water available when you turn on your faucet is one of the main differences between your home and a campsite. A lot goes into having that water ready for you at all times. It’s involved and complex, and we’ve prepared a brief video to give you a glimpse into what it takes. Have a look either by scanning the QR code or navigating to instagram.com/cvwaterdistrict.

One of the many important components of delivering water (and taking it away!) is pipeline – a backbone of the system. We are aggressively pursuing pipeline replacement with in-house construction crews to save between 40%-60% compared to private contractors. We are one of very few neighborhood utilities to do so. Sometimes, we do deploy private contractors for major cross streets. These projects are noisy, dusty, create traffic diversions and delays and are overall are highly inconvenient – but they are necessary to preserve reliable service today and for future generations.

The next major project is along Montrose Avenue between Ramsdell Avenue and Del Mar Road, replacing about a mile of pipes dating back to the 1960s.

Construction is expected to begin in November with completion anticipated by spring 2027.

What Residents Need to Know

  • Early November 2026: Crews will begin exploratory excavation to locate underground utilities and confirm their depth and position.
  • November 2026: Work is scheduled to begin near the intersection of Ramsdell Avenue and Montrose Avenue.
  • Spring 2027: Construction is expected to be completed by the end of spring.

How Construction May Affect You

Drivers and residents should plan for temporary disruptions during construction:

  • Traffic delays: Weekday work may affect northbound travel on Ramsdell Avenue and eastbound travel on Montrose Avenue.
  • Work hours: Construction activities are expected between 7:30 a.m. and 4:30 p.m. on weekdays. Depending on conditions, crews may need to work later into the evening.
  • Parking restrictions: Curbside parking may be temporarily limited in certain work areas to provide room for construction crews and equipment.
  • Construction noise: Some noise is expected during working hours.
  • Weekend traffic: All lanes will remain open on weekends.
