Crescenta Valley Water Reliability Projects: Timeline, Traffic & What to Expect – Updated March 17, 2026

Crescenta Valley Water District (CVWD) continues its multi-phase program to replace aging water mains within the District’s service area. While construction may cause traffic delays, noise and other inconveniences, these updates are essential to ensure a safe and reliable water service for homes, businesses and in the event of emergencies.

The following is the latest list of projects and their timeline:

  • Early April – Preliminary excavation 
  • May – Main installation commences

Henrietta / Pennsylvania Ground-breaking scheduled for Summer/Fall
Cloud Ave / Henrietta Ground-breaking scheduled for Summer/Fall
Foothill Blvd / New York Ground-breaking scheduled for Summer/Fall
Upper Terrace / Rosemont Complete
Henrietta / La Crescenta Complete

These projects will replace water mains originally installed in the 1950s. Crews will also replace service lines that connect water mains to homes and businesses and install additional fire hydrants to improve emergency response capabilities.

Fairway/Ramsdell is on a private road and traffic impact will be limited mostly to that road. Ramsdell/Montrose construction will impact northbound traffic on Ramsdell Avenue and eastbound travel on Montrose Avenue on weekdays between 7:30 a.m. and 4:30 p.m. All lanes will remain open on weekends. Temporary parking restrictions may be placed near construction zones to allow construction crews to work safely and efficiently.
