Tattered Flag = Poor Confidence

Has anyone reading this noticed the U.S. Flag flying above the headquarters building of the Crescenta Valley Water District? For the past while I have noticed that the flag is faded and tattered.  

This is not a look that instills confidence. One may ask if there are other places in their operations to which they are not paying attention. 

Looking at the building it is mostly obscured by vegetation. It kind of reminds one of the reclusive neighbor on the street that does not keep the yard very neat.    

Of course, this is just my opinion; you may have a different opinion.
