Three Arrested – Ten Guns Seized

On Sept. 28 at approximately 8:30 a.m., officers assigned to Glendale Police Dept.’s Vice/Narcotics Detail and Special Enforcement Detail (SED) conducted a parole compliance check of an individual on the 10000 block of Hillhaven Avenue. Inside of the residence was 25-year-old Hayk Khalatyan of Tujunga (who is on parole and a known gang member) and 26-year-old Mery Keshishian of North Hollywood. Upon contact, officers noticed that Keshishian’s pants were baggy and seemed to be full of bulky items. Keshishian was found to have a key to a vehicle, five cellphones and a key fob on her person. During a search of the residence, officers located a purse that Keshishian claimed ownership of containing two paperclips with heroin, several credit cards in other people’s names, over $1,500 in cash in various denominations, and a set of keys to a storage unit. During the investigation, Khalatyan was found to be in possession of several credit and identification cards, a bag of methamphetamine, two keys and a vehicle registration card issued to another individual. A further search of the residence produced a methamphetamine pipe, a safe containing over $3,000 in cash and a synthetic urine kit. Officers searched the vehicle that was associated with the key found on Keshishian and located a loaded ghost gun and a pouch containing several keys to rental storage units.

Khalatyan was arrested and booked for being an ex-felon with a firearm and for violating the terms of his parole. Keshishian was arrested and booked for grand theft and for possessing narcotics.

During the investigation it was learned that Arshakyan and Khalatyan were associated with the same rental storage unit. Detectives with GPD’s Narcotics detail obtained a search warrant for the unit and located several lock boxes that were opened with the keys Khalatyan was in possession of, and ultimately 10 handguns, several boxes of ammunition, ballistic vests and several other firearm-related paraphernalia was located in the storage unit.

On Sept. 21 just before 1 a.m., officers on patrol observed a vehicle travelling near the intersection of Brand Boulevard and California Avenue that had a modified exhaust and a cover over the rear license plate. The officers conducted a traffic stop and contacted the driver, 23-year-old Gagik Arshakyan of North Hollywood. Officers discovered that Arshakyan’s driver’s license was suspended. While arranging for a tow, a search of the vehicle produced an unregistered loaded ghost gun, three large bags of marijuana, a bindle of methamphetamine, a bottle containing four Vicodin pills and two and a half pills of Oxycodone, and a glass pipe with a bulbous end that had methamphetamine residue on it.

Arshakyan was arrested and booked on numerous charges including carrying a concealed weapon, carrying a loaded firearm in public, possessing narcotics and controlled substances, possessing marijuana for sale, and driving with a suspended license.

 

Male with Several Outstanding Warrants Arrested for Carrying Loaded Firearm in Public

On Sept. 24 just before 11:30 p.m., a sergeant with the Glendale Police Dept. noticed a vehicle partially blocking a roadway in a parking lot on the 1800 block of Verdugo Road. Further investigation led the sergeant to discover that the vehicle registration was expired and there was a male reclining in the back seat.

Assisting officers arrived and made several requests to the male to exit the vehicle. Eventually the male, later identified as 30-year-old Phillip Ramirez of Los Angeles, exited the vehicle. Ramirez stated there may be methamphetamine pipes in the vehicle. A subsequent search of the vehicle produced a fanny pack containing a loaded firearm, two glass pipes with bulbous ends and a black bag containing methamphetamine under the rear passenger seat.

During the investigation officers learned that Ramirez had several outstanding warrants out for his arrest.

Ramirez was arrested and booked for carrying a loaded firearm in public, possessing a controlled substance and his outstanding warrants.

Due to LA County’s “zero-dollar” bail order, Ramirez was released from custody with a notice to appear in court at a later date.

 

Officers Locate Loaded Ghost Gun During Traffic Stop – Two Ex-Felons Arrested

On Sept. 22 at approximately 3:30 p.m., officers assigned to Glendale Police Dept.’s Special Enforcement Detail (SED) were near the intersection of Verdugo Road and Colorado Street when they noticed a vehicle travelling with a significantly cracked windshield. 

The officers conducted a traffic stop and contacted the driver, 28-year-old Deshawn Wallace of West Hills, and the passenger, 29-year-old Timothy Rose of Lancaster, regarding the vehicle code violation. 

During the contact, officers observed an open can of alcohol in the center console. A records check revealed that Wallace’s driver’s license was expired and Rose was on active probation. Both Wallace and Rose were discovered to have prior felony convictions. A search of Rose produced checks written to another individual. Inside of a shoulder bag that Rose had on his person, officers located two baggies of cocaine and a large amount of cash in various denominations.

A search of the vehicle produced a backpack containing a loaded ghost gun, a firearm magazine, loose ammunition and an access card. Also inside of the vehicle was four more checks written out to a different individual, and two counterfeit California driver’s licenses.

Wallace and Rose were arrested and booked for being ex-felons with a firearm, owning ammunition when prohibited, identity theft and making fictitious checks. Rose was also arrested for possessing a controlled substance while armed and for violating the terms of his probation.

Five Arrests Made for Vehicle Theft/Carjacking

On Sept. 22 at approximately 10:20 p.m., officers located a stolen vehicle travelling on the 200 block of South Central Avenue. The officers conducted a felony stop and the driver, a juvenile, was ultimately arrested for vehicle theft. 

On Sept. 23 at approximately 10:30 p.m., officers were dispatched to the 700 block of South Verdugo Road regarding a fight and possible grand theft of a vehicle. During the investigation it was learned that 27-year-old Ryan Curiel (transient) had arrived at the location and attempted to gain entry of a parked vehicle. Curiel was in possession of a shaved key and a debit card belonging to another individual. Curiel was subsequently arrested for vehicle theft, car-jacking, battery and an outstanding warrant.

On Sept. 20 just after 4 p.m., officers responded to the 1900 block of Las Flores Drive and observed a male, later identified as 28-year-old Arsen Emboyan (transient), laying in the driveway of a residence. Emboyan had arrived at the location on a motorcycle that officers discovered had been reported stolen a couple of days prior. Officers learned that Emboyan was on active probation and discovered that he was in possession of a baggie of heroin. Emboyan was subsequently arrested for vehicle theft and possessing narcotics.

On Sept. 13 at approximately 11:30 p.m., officers responded to the intersection of Honolulu and Pennsylvania avenues regarding a male who was seen pulling on door handles in the area. The GPD airship was overhead and witnessed a male, later identified as 20-year-old Daniel Rodrigues of Los Angeles, pull on door handles of parked vehicles and then drive northbound on New York Avenue. The airship assisted in directing ground units to the vehicle Rodrigues was seen driving. During the investigation, officers learned that the vehicle Rodrigues was driving had been reported stolen, and a search of the vehicle produced several pieces of stolen luggage. Rodrigues was arrested for vehicle theft, tampering with a vehicle, and receiving known stolen property.

On Sept. 4 just after 10 p.m., a GPD officer initiated a traffic stop for expired registration near the intersection of Altura and Lowell Avenues. The vehicle appeared to be pulling over, but then quickly accelerated, initiating a pursuit. The vehicle attempted to make a turn, but collided with a curb lane, drove over a sidewalk and onto a lawn on the 4200 block of Boston Avenue. The driver then fled on foot through residential neighborhoods. 

The driver, 41-year-old Luis Garcia of Pasadena, was ultimately detained on the 3700 block of Altura Avenue. During the investigation, it was learned that the vehicle Garcia was driving had been reported stolen, and that Garcia did not have a driver’s license. Garcia was subsequently arrested for vehicle theft and evading.
